The requirement under Sec. 149 (and Sec. 3 - 10) of the MV Act that the person driving the insured vehicle at the time of loss holds an effective Driving Licence of the appropriate class for that vehicle. A learner must be accompanied by a licensed driver in the front seat and the vehicle must display an "L" plate.

Surveyor's verdict / key conditions सर्वेयर की जाँच
Verify on DOL — (i) DL is NOT expired (grace period 1 year under MV Act but the DL must be revalidated), (ii) DL class matches the vehicle (LMV only up to 7,500 kg GVW; a transport endorsement is required for taxi / cab / goods even up to 7,500 kg per some court views, though case-law is split post-Mukund Dewangan vs Oriental), (iii) HGV / HPMV / HTV for larger commercial, (iv) 2-wheeler with or without gear per cc. A learner driving without supervision = statutory violation. Record the DL number, class and expiry in the compliance block and attach the DL copy.
