Authorization vs Permit — Rule 83 Annual Renewal (common confusion)

Authorization vs Permit — Rule 83 Annual Renewal (common confusion). Many surveyors treat "permit" and "authorization" as the same thing — they are NOT. — DigiSurvey.

What it covers

Many surveyors treat "permit" and "authorization" as the same thing — they are NOT. The PERMIT is granted once (5 years for state goods, 5 years for stage, 5 years for AITP, 1 year for temporary) and is a licence to operate the vehicle in a certain class / route. The AUTHORIZATION / renewal fee under Rule 83 of the Central Motor Vehicles Rules is paid ANNUALLY (or quarterly, depending on state) to keep the permit "live" for that year; without the annual authorisation fee receipt, the permit is deemed inoperative even if its base term has not expired.

Policy wording sample"The vehicle shall at all times carry a valid Permit under Section 66 of the Motor Vehicles Act, 1988 together with proof of payment of the annual Authorization fee prescribed under Rule 83 of the Central Motor Vehicles Rules, 1989. Failure to produce evidence of either shall be deemed a breach of the policy conditions."

Verdict

MOST SURVEYOR CONFUSION LIVES HERE. On every commercial-vehicle claim, demand BOTH — (i) the Permit card / certificate (showing issue date and base validity), AND (ii) the latest Authorization / fee-paid receipt for the current year (Rule 83). If the permit is "valid" per the base date but the current-year authorisation fee is unpaid, the permit is inoperative and the vehicle is unauthorised — same consequence as an expired permit. Record the receipt number and date in the compliance block.

हर commercial-vehicle claim में माँगें — (i) Permit card/certificate (issue date और base validity), और (ii) चालू साल की latest Authorization / fee-paid receipt (Rule 83)।
