A state carriage permit issued under Sec. 66 r/w Sec. 72 (goods) or Sec. 74 (contract carriage) / Sec. 73 (stage carriage) of the MV Act. The permit is valid only within the state of issue and operates on the specific route(s) / area endorsed. State goods permits are typically renewed every 5 years, with annual fitness.

Surveyor's verdict / key conditions सर्वेयर की जाँच
Verify (i) permit number, class and expiry on DOL, (ii) that the loss happened WITHIN the state the permit was issued in, (iii) route endorsement matches (a town-permit cannot be used for inter-city haulage, etc.), (iv) that the vehicle has carried a composite fee / NP endorsement if it crossed the state border — otherwise the entire trip is unauthorised. For passenger carriages, the permit also fixes the maximum seats; carrying beyond is a breach.
