What it is, and when it came in
The India Motor Tariff (IMT) is the official rulebook for motor insurance in India. Under Part II-B of the Insurance Act, 1938, the Tariff Advisory Committee (TAC) lays down the rules, regulations, rates, terms and conditions for transacting motor insurance. Its opening words are clear: the provisions are binding on all concerned, and any breach of the tariff is a breach of the Insurance Act itself.
The consolidated edition in use came into force on 1 July 2002, superseding the tariff that existed up to 30 June 2002. In 2007 the pricing of motor own-damage was de-tariffed, so insurers now file their own premium rates with IRDAI. But the terms — the General Regulations, the standard policy wordings and the IMT endorsements — remain the common base that every insurer's filed product is built on. That is why a surveyor's assessment still speaks the language of GR.9, IMT 21 and IMT 23.
How the tariff is structured
The document is organised into eight sections:
| Section | Contents |
|---|---|
| 1 | General Regulations (GR.1 – GR.48) |
| 2 | Tariff for Private Cars |
| 3 | Tariff for Motorised Two-Wheelers |
| 4 | Tariff for Commercial Vehicles (goods, trailers, passenger, special types, motor trade) |
| 5 | Proposal Forms |
| 6 | Standard Policy Wordings & Premium Computation |
| 7 | India Motor Tariff (IMT) Endorsements |
| 8 | Statistical Codes |
The General Regulations a surveyor uses most
- GR.8 — Insured's Declared Value (IDV): the basis of the sum insured and of total-loss / constructive-total-loss settlement.
- GR.9 — Depreciation on parts for partial-loss claims: 50% on rubber/plastic/tyres/tubes/batteries/air bags, 30% on fibre-glass, nil on glass, and metal by vehicle age (nil up to 6 months rising to 50% beyond 10 years).
- GR.27 — No Claim Bonus (NCB).
- GR.40 — Compulsory deductibles by class of vehicle.
- GR.41–GR.43 — Electrical/electronic fittings, CNG/LPG fuel, fibre-glass fuel tanks.
The IMT endorsements (IMT 1 – IMT 51)
Section 7 holds the standard endorsements. The ones a motor surveyor meets most often:
| Endorsement | What it does |
|---|---|
| IMT 1 | Geographical area extension (Nepal, Bhutan, Bangladesh, etc.) |
| IMT 3 | Transfer of interest on sale of the vehicle |
| IMT 4 | Change / substitution of vehicle |
| IMT 5 / 6 / 7 | Hire-purchase, lease and hypothecation interests |
| IMT 17 / 18 | Personal accident cover for paid driver/cleaner and unnamed passengers |
| IMT 21 | Special exclusions & compulsory deductible (commercial vehicles) |
| IMT 22 / 22A | Compulsory and voluntary deductibles |
| IMT 23 | Cover for lamps, tyres/tubes, mudguards, bonnet/side parts, bumpers, headlights & paintwork — commercial vehicles |
| IMT 24 / 25 | Electrical/electronic fittings; CNG/LPG kit own-damage |
| IMT 26 / 27 | Fire and/or theft risks only; liability with fire/theft |
| IMT 28 / 29 | Legal liability to paid driver/conductor/cleaner and to employees |
The full set runs to IMT 51. For the exact operative wording on any claim, read the endorsement as printed on that policy schedule.
|---|---|
| 1 | General Regulations (GR.1 – GR.48) |
| 7 | India Motor Tariff (IMT)
General Regulations
- GR.27 — No Claim Bonus (NCB)।
