How surveying is regulated in India
Insurance surveyors and loss assessors in India work under a licence issued by the Insurance Regulatory and Development Authority of India (IRDAI). The legal basis is the Insurance Act, 1938, and the detailed rules are set out in IRDAI's regulations for surveyors and loss assessors, together with circulars issued from time to time.
Licences relate to particular lines of work — motor, fire, marine and engineering are common examples — and the regulations cover matters such as eligibility, the scope of a surveyor's duties, a code of conduct and the handling of surveys that insurers assign. Rules are amended over time, so check the latest version rather than relying on older copies or summaries (including this one).
Themes that run through a surveyor's duties
Without going into any specific clause, a few themes come up again and again in how surveyors are expected to work.
Independence
Assess the loss impartially, and disclose any interest or relationship that could affect your judgement.
Timeliness
Surveys are expected to be carried out and reported within the time frames set by the regulations and the appointing insurer.
Evidence
Base the report on what you inspected and verified — photographs, documents and measurements.
Clear reasoning
Explain how the assessment was reached: what was admitted, what was not and why.
Confidentiality
Protect the personal and claim information you handle.
Records
Keep your survey records organised and retrievable for as long as they may be needed.
Keeping records you can rely on later
Questions about a claim can come up long after the report is issued. Records that are complete, dated and easy to find protect the insurer, the insured and you.
- Capture with context — photos with date, time and location, filed by survey stage.
- Keep documents with the claim — RC, DL, policy, estimate, bills and letters in one folder.
- Keep versions of the report you issued, as PDF.
- Organise by year — the survey hub files surveys by financial year and month.
- Back it up — records stored in your account are available from any device you sign in on.
The app also includes pages for the Form IRDA-11 and IRDA-12 formats.
